By these Papers it appears that numerous parties have acquired lands at Hong Kong, it under a notification issued by Captain Charles Elliot who offered several marine Lots to Sale at Auction, duly under a subsequent notification by Mr Johnston who established the average price realized at the above Sales as a fixed price for marine lots, and named a different fixed price for Town and for suburban Lots respectively. Grants given by Sir Henry Pottinger to special descriptions of persons such as to Government Officers, or to Individuals proposing works considered of general utility, or to Charitable Societies; and partly under certain Ordinances.
We believe that none of these Officers held at that time any Commission authorizing them on behalf of the Crown finally to dispose of Lands at Hong Kong, and consequently that any arrangements made by them must have been subject, even if it had not been expressly so stated with regards to the tenor of the preceding decisions, to this eventual signification of Her Majesty's Pleasure. The immediate question therefore appears to be what should be done as to the Land appropriated by the three classes above enumerated; we propose to take another opportunity of considering what would be the best general course in the future disposal of Lands.
